A lot of that propaganda consisted of warnings about the dangers of the protestant heresy.

Propaganda, be it religious or political, just means information that someone is trying hard to get spread. Anything from the bible to the annual State of the Union address. Dropping Gospel tracts is an example of propaganda, but that doesn’t mean they are any more truthful than the old catholic pamphlets about the evils of those who deny the authority of the pope.

I don’t think the balloons are going to work too well anyway - you can hardly fit a bible on them due to weight limits (Not to mention the risk of it landing on some child’s head), so it’s limited to tracts and leaflets. Great tools for preaching to the converted, but as someone who has been on the recieving end of many conversion attempts I recognise that they just can’t carry enough information to be effective.

If there are any Chick Tracts in there, I have visions of Kim Jong-Il rolling on the floor of his mansion in hysterical laughter.
