Nope,
Sorry, Wrong. It’s an urban myth.
A “startup surge” is NOT harmful to electronics.
Any design that would suffer & fail from such a MINOR surge would never make it
out of the initial phases.
What if the customer manages to turn the power off and on the requisite number of time before the warranty runs out?
Much more likely than that, what if the dirty power supplied by the local utility burned it out?
There isn’t much that mfgr’s hate more than warranty returns.

I have all my electronics connected to real (read expensive metal cased tripplite brand) surge suppressors with ON/OFF switches Which I use, always.
The only things that don’t get turned off off are the things with clocks that I use in them in, well, those and my tivo and cable boxes. The TV and 5.1 receiver & stereo have been getting this treatment since they were bought with no problems whatsoever, for more than 15 years in the case of the receiver & stack, I upgraded the TV for size reasons, the old one works fine in the bedroom.

I am personally convinced that having my expensive electronics DISCONNECTED from the grid during thunderstorms, power outages and the like has EXTENDED their lifetime not shortened it.
A slightly lower electric bill is just a side benefit.
