Simple economics
Simple economics … there is a lag of about 6-8 years between the enacting of any governmental policies and when they create active change to the economy. As such the economic policies that we are dealing with are those that were created by previous presidents and previous administrations. For instance at the moment we are dealing with the Economy that has been constructed by the George W. Bush presidency in his first years of office and will be doing so for the next five to six years.
It would be nice to have some people in the United States government who do understand fundamental precepts of economics.
