Why is is nonsense? If I had a huge budget and governmental access, and orders to build an ultimate weapon for the internet, that’s what I would do. Find the countries best manufacturer of switches, and have them construct a box that does nothing more than DoS attacks - enter target IP and attack type. The traffic produced by such a device would be limited only by the bandwidth of it’s interface. Then, I would not merely hook it up to a major ISP backbone for a mere few tens of gigabits/sec of connectivity - I would go right to the international fiber connections, and plug it into whatever exotic equipment they have handling the routing after the optical demultiplexer. That’s probably 40gbit/s per wavelength, and a lot of wavelengths. And at that point, I could give as my source address absolutly any IP assigned to russia, and much of the rest of the world. Noone else could stand against that power - their only option would be to isolate either their country or the attacker from the internet.

The problem with that approach is that once used, it’s really obvious who is responsible. No deniability.
